Kevin Patrick Beagan was appointed Acting Commissioner of the Massachusetts Division of Insurance on June 10, 2024. He previously served as the Deputy Commissioner of the Health Care Access Bureau in the Division of Insurance, where he oversaw the Bureau of Managed Care and Consumer Services Unit. Prior to that, he served the Division of Insurance as Director of the Bureau of Managed Care and Director of the Health Unit, State Rating Bureau. He previously held senior analyst positions at the Massachusetts State Budget Bureau and Kaiser Foundation Health Plan. Acting Commissioner Beagan has a Master of Public Policy (MPP) and a Master of Public Health (MPH) from the University of California, Berkley, and a Bachelor’s degree in economics and international relations from Brown University.
